PET is an independent energy and climate think tank working across the Western Balkans — advancing a just, democratic and locally grounded energy transition in Serbia and Montenegro.

We bridge the gap between policy and people. From Niš to Cetinje, PET empowers citizens, municipalities and communities to take the driver's seat in shaping a decarbonized, resilient and socially inclusive energy system.

Our work is guided by the Paris Agreement, the EU Green Deal, the Green Agenda for the Western Balkans, the UN Sustainable Development Goals and the Covenant of Mayors.

PET SERBIA - NIŠ

As a Contracting Party to the Energy Community, Serbia is committed to implementing EU energy legislation - and the share of renewables in its energy mix is growing. PET works where that commitment becomes reality: from the pioneering collective rooftop solar project in Niš to the founding of the Beli Breg Popovci Energy Cooperative near Vranje.

PET MONTENEGRO - CETINJE

In 1991, Montenegro declared itself an ecological state - the first country in the world to do so. As the country approaches EU accession, PET Montenegro works to turn that promise into practice: citizen energy, municipal climate action and a transition that bridges energy, nature and people.

Education and capacity building

Tailor-made training for municipal energy managers, professionals and youth - from heat pumps and building renovation to the School of Energy Transition and PET Youth NET, including the EU Espresso online training program, which PET is the only Serbian organization to deliver.

Regional dialogue, networking and partnerships

Through PET NET and the national Community Energy Hub, we connect experts, institutions and communities - through joint projects and through promotion at conferences and workshops across the region.

A pilot for cooperative e-mobility and shared fleet charging in Šabac - part of the EUKI-funded Community Mobility Cooperatives project, developing community-led models for shared e-mobility infrastructure.

PET NET - Dec 2024 in Pirot, Serbia

Through PET NET, we bring together energy transition experts, practitioners and partner organizations across the region — with support from partners such as the Heinrich Böll Foundation, Energy Cities, ECF, EUKI and GIZ, and cooperation spanning Slovenia, Bosnia and Herzegovina, Croatia, North Macedonia and beyond.

And the network is growing younger: PET Youth NET, our alumni community of the School of Energy Transition, is building the next generation of energy transition practitioners.
