A Roadmap for Climate Resilience in Toplica, Nišava, and Pirot
The effects of a changing climate are no longer distant threats for Southern Serbia. From increasingly frequent heatwaves and prolonged dry periods that strain our water resources to sudden, extreme rainfall that triggers flash floods and infrastructure damage - the impact is systemic. These events disrupt agriculture, threaten public health, and challenge the reliability of our local energy systems.
Building resilience against these threats requires more than just reactive measures - it demands an integrated approach that connects data, planning, and community engagement.
The RECAPSS Initiative - Action on the Ground
Building on the strategic momentum from our recent work at the European level, PET is now focusing its expertise on the Toplica, Nišava, and Pirot districts. Through the RECAPSS initiative, led by the Regional Development Agency SOUTH and implemented in partnership with PET and Smart Up Social Innovation Lab, we are moving from planning to co-creation.
Our mission is to support a "place-based" approach that combines hard evidence with nature-based solutions and strong local ownership. Together with local governments, civil society, and the private sector, we are developing:
A Regional Climate Resilience Strategy: A localized roadmap tailored to the specific vulnerabilities of Southern Serbia.
An Integrated Investment Plan: Identifying practical, fundable measures that respond to urgent risks like floods and droughts.
Key Steps Ahead
Over the coming months, we will focus on translating climate data into "decision-ready" insights. This includes the development of digital maps for urban areas and the organization of public debates and co-design workshops. Furthermore, PET will provide specialized training and mentoring for local authorities to ensure that regional priorities are transformed into implementable projects.
