PET Montenegro - bridging energy, nature and people

In 1991, Montenegro declared itself an ecological state — the first country in the world to do so. Three decades later, PET Montenegro works to turn that promise into everyday practice, as the country approaches EU accession.

Our work in Montenegro goes beyond energy alone.

It connects environmental protection, education and community development - because a just transition is measured in cleaner air and healthier ecosystems as much as in kilowatts, and it starts with people who understand what is possible.

PET Montenegro, headquartered in Cetinje, brings the platform's academic expertise and on-the-ground experience to support municipalities, citizens and institutions - and opens new opportunities for regional cooperation and European LIFE-funded climate initiatives.

What we focus on

EU accession and Chapter 27

Strengthening the capacities of institutions, municipalities and civil society for the demands of negotiating Chapter 27 — Environment and Climate Change — through research, policy analysis and training.

Municipal energy and climate planning

Technical and advisory support for local governments — energy transition roadmaps, energy efficiency programmes and SECAPs — connecting municipalities with the Covenant of Mayors, the Paris Agreement and the Sustainable Development Goals.

Blue and green economy, nature and heritage

Promoting the circular, green and blue economy, the protection and valorization of the sea, the coastline and green spaces, and the affirmation of Montenegro as an ecological destination — including sustainable tourism and the protection of natural and cultural heritage.

Citizen energy and energy communities

From legal models to governance and financing - supporting Montenegrin citizens and local actors in moving from idea to implementation, drawing on PET's pioneering work in Serbia.

Education, youth and inclusion

Training programmes for all actors of the transition, with particular focus on including women, youth, children, persons with disabilities and the elderly — and on youth employment in the green economy.
