About the Project

The RECAPSS project aims to strengthen Southern Serbia’s adaptive capacity through a new Regional Climate Resilience Strategy and Investment Plan. By applying nature-based solutions, the project addresses urgent climate risks such as floods, droughts, and heat waves.

The initiative brings together local governments, civil society, and the private sector to co-create solutions that protect both the environment and vulnerable communities. It aligns the region with EU climate objectives while ensuring inclusive resilience for all citizens.

Key Outcomes

  • Stronger Capacity: Empowering local institutions and citizens to implement climate resilience measures.

  • Urban Innovation: Introducing sustainable solutions to reduce risks from heat waves and floods.

  • Strategic Planning: Creating a coherent investment plan to guide long-term action.

  • Community Engagement: Active involvement of citizens in decision-making to build shared responsibility.

  • Monitoring: Establishing a system to continuously assess local resilience progress.

Main Activities

  • Research & Strategy (WP1): Collecting climate data, creating digital maps for urban areas, and drafting adaptation action plans.

  • Stakeholder Engagement (WP2): Organizing public debates and workshops to co-design nature-based solutions (e.g., green oases, green roofs, vertical gardens).

  • Capacity Building (WP3): Providing training and mentoring for local authorities, policymakers, and professional staff.
