If you are a purpose-driven visionary - a citizen, NGO, or local authority - working to make mobility cleaner, fairer, and more affordable in Slovenia, Romania, North Macedonia, Croatia, Bosnia and Herzegovina, or Serbia, this is your chance to turn your vision into reality.
The four selected pilot initiatives will receive comprehensive, high-value support to build and test their cooperative e-mobility solutions, directly tackling the regional challenges of underdeveloped infrastructure and policy:
Seed Funding (Pilot Activation Award): Receive up to EUR 10,000 to support the early development of a community-led e-mobility initiative and get your cooperative off the ground.
Training & Coaching: Access tailored learning, expert mentoring, and practical sessions to master the cooperative model and develop a robust community mobility business plan.
Community-led Mobility Design: Get support to test, launch, and communicate your pilot initiative, including outreach, business planning, and preparation for future investment.
Regional Network: Become part of a strong coalition of community actors led by the University of Ljubljana, sharing best practices and accelerating the transition together.
This project is your platform to empower citizens, enhance local accessibility, and actively shape a Climate-Neutral Mobility future by introducing shared EV fleets (bikes, scooters, and cars) and reliable, community-led EV charging infrastructure.
The Challenge We're Solving
E-mobility in Southeast Europe is still in its early stages. We are facing common barriers like:
Inadequate Infrastructure: Limited public charging stations.
Policy Gaps: Unclear regulations that complicate EV infrastructure deployment.
Lack of Awareness: Limited understanding of the immense potential of shared, cooperative mobility.
The Cooperative Model is the solution: it empowers citizens to take collective action, ensuring the new mobility system is socially driven, equitable, and resilient.
About the Project
The Community Mobility Cooperatives Project is part of the European Climate Initiative (EUKI), funded by the German Federal Ministry for Economic Affairs and Climate Action (BMWK).
The Goal: To advance shared electric mobility (e-mobility) solutions and overcome critical barriers in Southeast Europe, such as inadequate charging infrastructure, legal uncertainty, and low adoption rates.
The Solution: The project focuses on how communities can adopt and scale cooperative models for mobility. These models empower citizens to actively participate in the energy transition, ensuring a more efficient, accessible, and socially responsible transport system.
Key Partners: The project is led by the University of Ljubljana (UL) and implemented with partners including Korimako (Slovenia), Energy Cities Romania (OER) (Romania), and SmartUp – Social Innovation Lab Skopje (North Macedonia), while the Platform for Energy Transition (PET) drives the initiative in Serbia.
