Municipal and Community Transition Support

PET is among the leading organizations in Serbia supporting citizen-led energy initiatives, local energy planning and emerging energy communities through legal, technical, policy and community engagement support. 

Municipal Support for Citizen Energy: PET supports Serbian municipalities in building institutional readiness for citizen energy and energy communities. One of its key outputs is a practical Catalogue of Models on how local self-governments can support the establishment and development of energy communities. 

Support to Local Energy Initiatives: PET provides practical support to local initiatives moving from early-stage ideas to implementable community energy models. This includes work with housing associations, citizen groups and local actors interested in rooftop solar PV, shared energy models and community-led governance. PET also helps these initiatives connect with relevant regional partners, peer-learning opportunities and information on potential funding sources, supporting their transition from local ideas to more structured project concepts. 

Collective Solar in Housing Communities: PET supported a pioneering housing association initiative in Nisthat developed one of the first collective rooftop solar PV projects of its kind in Serbia, opening space for new models of citizen participation in renewable energy and shared local energy governance. 

Community-Based E-Mobility Models: PET serves as the national implementing partner for the EUKI-funded Community Mobility Cooperatives project, which explores cooperative and community-led models for shared e-mobility infrastructure. Through the E-Civija pilot in Sabac, PET supports the development of practical governance and business models for cooperative fleet charging in cooperation with local mobility actors. 

Rural Energy Cooperatives and Local Development: PET supported the founding process of the Beli Breg Popovci Energy Cooperative in June 2026 in a rural community near Vranje. The initiative connects citizen energy with broader rural development, exploring how small-scale solar installations, member-led governance and local cooperation can contribute to sustainable development in rural areas. 

Inclusive Municipal Energy Planning: Through initiatives such as MERIT – Medijana Energy Roadmap and Inclusive Transition, PET is developing approaches for strategic energy planning at the municipal level, with a focus on inclusive local transition pathways and the role of municipalities in supporting citizens, housing communities and local energy initiatives. 

Local Climate Resilience Planning: Local Climate Resilience Planning: Through the Pathways2Resilience project, PET is working on the development of a regional climate resilience strategy for Southern Serbia, with a focus on translating European resilience and adaptation standards into practical local planning frameworks and strategies.
